For many property owners, environmental issues tied to historical dry cleaning operations don’t just create uncertainty. They can stall or completely prevent a transaction from moving forward—delaying transactions, complicating financing, or halting a potential deal altogether.
The Old Capital Cleaners property presented those same challenges.
Removing Environmental Barrier to Property Sale
This site illustrates how those barriers can be removed entirely when investigation, remediation, regulatory coordination, and funding strategy are handled seamlessly on the owner’s behalf.
EnviroForensics was retained to manage all environmental aspects associated with the property under the oversight of the Indiana Department of Environmental Management (IDEM). From the outset, the goal was straightforward: resolve the environmental liability efficiently, limit disruption to the owner, and position the property for a successful sale and future redevelopment.
Achieving that outcome required more than technical work. It required ownership of the entire process.
Single Point of Responsibility for a Legacy Environmental Issue
Rather than placing the burden of managing consultants, regulators, and technical decisions on the property owner, EnviroForensics assumed responsibility for the entire environmental process.
From initial evaluation through final closure, EnviroForensics lead the effort—assessing historical dry‑cleaning impacts, designing and implementing the necessary investigation and response actions, and coordinating directly with IDEM throughout the project lifecycle.
By centralizing technical work and regulatory communication, the owner was shielded from much of the complexity typically associated with legacy dry cleaner sites. Progress, decisions, and outcomes were clearly communicated, but the day‑to‑day environmental management of the process remained with EnviroForensics.
Resolving Environmental Issues Without Out‑of‑Pocket Cost
A critical outcome of the Old Capital Cleaners project was that the environmental concerns were addressed without any direct cost to the property owner.
Rather than requiring the owner to fund investigation and remediation, EnviroForensics aligned the project with funds from old insurance policies and liability management mechanism, allowing work to move forward without creating additional financial burned.
This approach eliminated financial uncertainty for the owner while still achieving a result that satisfied IDEM’s regulatory standards. The environmental conditions were resolved and no longer posed a barrier to a sale.
Managing Environmental Contamination with a Targeted Approach
Like many former dry cleaner sites, the Old Capital Cleaners property presented technical challenges associated with historic releases of chlorinated solvents. Subsurface impacts required careful delineation to distinguish between residual source material, dissolved‑phase impacts, and conditions that no longer posed meaningful risk.
Instead of defaulting to an overly conservative or open-ended scope, EnviroForensics implemented a focused, risk‑based investigation. The work prioritized data necessary to support regulatory decision‑making and move the project toward closure.
Where impacts warranted action, targeted remedial measures were implemented to address remaining concerns and reduce uncertainty related to vapor intrusion and long‑term exposure pathways.
This tailored and disciplined site-specific remedial approach allowed the team to resolve technical issues and meet IDEM expectations, while maintaining momentum, avoiding unnecessary scope, cost, and disruption.
Achieving Regulatory Closure and Environmental Resolution
Environmental investigation and required follow‑up actions were completed in accordance with IDEM guidance, with a focus on generating clear, defensible documentation rather than unnecessary scope.
When questions arose, EnviroForensics worked directly with IDEM to resolve them efficiently, ensuring alignment and keeping the project moving forward.
After reviewing the complete technical record, IDEM issued a No Further Action (NFA) determination for the Old Capital Cleaners site. This decision confirmed that additional investigation or remediation was not required and that the property had achieved regulatory closure.
Enabling a Successful Property Sale Through Environmental Resolution
With environmental liabilities resolved and regulatory closure in hand, the property was no longer encumbered by environmental uncertainty.
The NFA letter provides buyers, lenders, and other stakeholders with the assurance needed to proceed, allowing the owner to complete a sale of the property.
What was once a barrier to transaction became a resolved condition—and ultimately, a successful outcome.
Practical Environmental Solutions for Property Owners
The Old Capital Cleaners site highlights EnviroForensics’ ability to deliver practical, owner‑focused solutions on environmentally challenged properties.
By taking ownership of the process and aligning technical, regulatory, and financial strategies, EnviroForensics transformed a legacy environmental issue from a deal-stopping risk into a marketable asset.
For property owners facing similar legacy issues, this project underscores that environmental liabilities do not have to prevent successful transactions—when they are managed proactively, strategically and with a clear path to closure.
