R. Scott Powell, PE, LPG

Mr. R. Scott Powell is a Senior Project Manager with over 20 years of environmental consulting experience.  Mr. Powell’s expertise covers a wide variety of projects ranging from due diligence, LUST/petroleum, hazardous material remediation, asbestos, lead based paint, to remedial systems.  He manages complex relationships fostering the cohesive involvement of several PRPs on multiple sites with co-mingled contaminant plumes requiring implementation of remedial solutions for chlorinated solvents, hazardous materials and petroleum hydrocarbon impacts.  He has extensive experience with Phase I Environmental Site Assessments (ESA), Phase II Site Investigations, soil and groundwater remediation design/implementation, and environmental regulatory compliance, including Clean Water Act (CWA), Comprehensive Environmental Response Compensation Liability Act (CERCLA), Resource Conservation Recovery Act (RCRA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substance Control Act (TSCA).  Mr. Powell is knowledgeable regarding the appropriate applications of Indiana Department of Environmental Management (IDEM) risk-based cleanup levels.  Mr. Powell manages negotiations with state and federal regulatory agencies, provides litigation support in matters concerning environmental issues, and acts as a third-party reviewer of work performed by others. 

Mr. Powell has been responsible for the overall management and administration of environmental projects ranging from $1,000 to $3,300,000.  These projects include: due diligence services; soil erosion and sedimentary control (SESC) plans; spill prevention control and countermeasures (SPCC) plans; underground storage tank (UST) removal; remedial system design, installation, optimization, and operation and maintenance; subsurface investigation/remediation; unexploded ordinance (UXO) clearance; and associated regulatory report preparations in Indiana, Michigan, Ohio, and North Carolina.  Mr. Powell has remediation experience consisting of source area removal, pump and treat systems, air sparging systems, ozone-enhanced air sparging combined with soil vapor extraction, bio-sparging systems, in-situ chemical oxidation injection (ISCO) and enhanced reductive dechlorination (ERD) techniques.  Mr. Powell has reduced client liabilities and costs via specialized risk communications on projects requiring cooperation with off-site owners and residents, and has participated in community forums representing private and government entities for the purposes of public awareness of environmental risks. He is currently a Licensed Professional Engineer in the States of Indiana, Michigan, North Carolina, and Ohio; and a Licensed Professional Geologist in the State of Indiana.
